Contractor Prequalification Categories
Penn State requires prequalification for contractors self-performing work in certain trade categories. The Front End Documents for each project will specify the prequalification requirements. Refer to Section A, Notice to Bidders, of the Project Manual for project prequalification requirements.
*Demolition is for EPA defined/structural work, “the wrecking, or taking out of any load-supporting structural member, of a facility together with any related handling operations or intentional burning of a facility (e.g. for fire training).” Selective interior demolition does not require prequalification.

Prequalification Submission General Requirements
The University maintains all information submitted for prequalification in strict confidence and does not share with persons or agencies not directly connected to the prequalification review process. Upon renewal, all previous information is destroyed and the current information is securely filed.
Penn State does not sign waiver agreements in regards to financial statements. We fully understand and respect the sensitivity and confidentiality of these documents and do not share this information.
The process typically requires three weeks. Do not wait until the last minute. All trades requiring prequalification must be prequalified prior to bid opening.
Prequalification Requirements
New Company
Contractors not currently prequalified must complete the Prequalification Application form (pdf) and Reference form. The completed forms along with scanned attachments are submitted by email. Incomplete packages are not considered.
Contractors will receive an email notification regarding their status. Hard copy submission is not accepted.
Renewal
Contractors looking to renew their current prequalification must complete the Prequalification Application form (pdf) and check the box marked renewal. The completed form along with scanned attachments is submitted by email. Incomplete packages are not considered. The Reference Form is not required for renewal submissions.
It is the company's responsibility to provide the renewal information on or before the renewal date provided in the acceptance email. Failure to renew by the renewal date will result in removal from the Penn State prequalified bid list. No reminders are sent. Hard copy submission is not accepted.
Current Prequalified Contactor Requirements
Add Trade(s) to Existing Companies
Current Prequalified Contractors can only add a new trade category. The Contractor must complete the New Trade Application form (pdf) and Reference form. Submit all documentation by email. Incomplete packages are not considered. Hard copy submissions are not accepted.
Updating Company Information
To make a revision or update company information, send an email reflecting the requested change. All changes to company information are requested by your corporate email address to ensure authenticity. Hard copy submission is not accepted.
